The 'Windows Firewall' offers four filtering modes that can be switched with a simple click:
High Filtering - All incoming and outgoing connections are blocked. This profile prevents all connection attempts to and from the computer.
Medium Filtering - Outgoing connections that do not match a rule are blocked. Only programs that are allowed can initiate outgoing connections.
Low Filtering - Outgoing connections that do not match a rule are allowed. Users can block programs they do not want to permit to initiate outgoing connections.
No Filtering - Windows Firewall is turned off. Avoid using this setting unless you have another firewall running on your computer.

The 'Windows Firewall' does not control any packet filtering and does not block or allow any connections. This is managed by the Windows Firewall itself based on the current firewall rules.
